Mr. Stephons would have been entitled to claim against the Plaintiff, as damages, according to the terms of the Arbitration if the order of the Court had been carried out as it ought to have been done according to the Decree, which amount to £18,000 or a total of upwards of $22,000, not including some indirect damage occasioning loss to Mr Stephens, nor including Mr Stephens' personal costs, and in the shape of interest. The above losses are the value of the ground in question to Mr. Stephens.

In reply to your letter of 16th instant, I am directed by the Governor to inform you that since the receipt of the Secretary of State's decision upon Mr Stephens' case, His Excellency has given his best consideration to the affair with the view of making the most liberal concession to his claims which is consistent with his duty to the public.
